Must Watch: Secrets of Skyway Stage 3 Exposed by Sec. Mark Villar

Secretary Mark Villar of the Department of Public Works and Highways (DPWH) revealed some of the most interesting secrets regarding the controversial Skyway Stage 3 Project which according to some supporters of the Aquino administration as a brainchild of the late President. 

During a press briefing with no less than the President of the Republic, Sec. Mark Villar presented the accomplishments of the DPWH as part of the government’s Build Build Build Program. 

According to Sec. Mark Villar in the said viral video, he presented the accomplishments of the 6.5 million accomplishments of the Build Build Build Team. 

The DPWH Secretary narrated that the Philippine government before the Duterte administration took over only spent around 2.46% of GDP to the infrastructure spending of the government when compared to the Duterte administration’s 4.93% infrastructure spending which is estimated to be worth more than P3.4 Billion. 

The Duterte administration’s infrastructure spending was also based on the recommendations of the International Monetary Fund to spend at least 5% of the country’s GDP. The said infrastructure projects of Pres. Duterte generated at least 6.5 million jobs from the year 2016-2020 and added another 1.6 million jobs for the year 2021. 

In order to abide with the order of the President to solve the Manila Traffic, one of the solutions presented by the DPWH is the Metro Manila and EDSA Decongestion Progam. The project to solve EDSA traffic was worth around P240.6 Billion, which includes creation of at least 11 bridges (9,157 meters) and 14 Roads/Expressways which could produce at least 121.8 kilometers of roads and highways. 

One of the vital parts of the EDSA Decongestion Project is the construction of the Metro Manila Skyway Stage 3 Project. Last December 2020, Pres. Duterte inaugurated the said project featuring the 18.83 kilometer elevated expressway from Buendia, Makati City to the North Luzon Expressway in Balintawak, Quezon City. From an estimated 2-3 hour travel time, the said project resulted to just 20-30 minutes of travel time. 

The Project Cost is worth P60 Billion according to Villar. In order to debunked all the fake news being promulgated by the Dilawans and the critics of the Duterte administration, Sec. Villar clarified that the said project’s original allignment was not followed because of the Right of Way issues which was not solved by the previous administration. 

In terms of civil works, the previous administration under Pres. Noynoy Aquino only finished at least 8% of the entire project with only 4 out of 47 NGCP poles were transferred and the project team don’t have any idea where to end the said Skyway Project. 

Last 2018, a new MOA was signed to change the previous allignment and the ending of the Skyway Stage 3 will no longer be at EDSA as the previous administration proposed that will surely cause traffic congestion, but it will be longer because it will end at NLEX.
